The answer is a BIG NO and not only that if they play with the mind and heart they can win the premier league may be the next year or at least in 2017. They need a strong midfield general and a reliable back four to do that. Hope Wenger will look to fix the gaps and lead the Gunners to a Premier League, FA and a Champions League Treble:).
